Even publishing companies can campaign a book they think will do well, and it will be horrible to the general public. While a good book may be turned down 10+ times before being published. Harry Potter was declined 13 times before J. K. Rowling published her first book. A lot of new authors just don't want to go through that headache. That's why self publishers exist. The only promotion worth a damn is what you do yourself. I would go for the cheapest option you can, then find ways to sell your book.
