I'm 22, a guy and looking to change what i wear.
I currently am a mismash of styles i have skater shoes, athletic shorts, and ur usual screen printed t-shirt.
I'm lookin to go (on a limited budget mind you) to a more cargo shorts style with casual button down shirts,
Do i need casual brown/black style doc martin type shoes or not?
as an answer to emily, i'm not 16 anymore and i've been wearing the same type stuff since then, i just figured its time i grew up (stylewise) and changed, no pressure from anyone i just figured it was time for a change
Sounds like you're going for a casual nautical look. Try some kind of Top Sider shoes, or Loffers. A t-shirt under a open button down shirt is nice too. Especially if you're going to wear the cargo shorts.
DO NOT WEAR DARK SHOES WITH SHORTS! it makes your legs looks stubby and white/pale. get a pair of sandals/ leather flip flops or some white sneakers and ankle socks, or below ankle socks. thats my suggestion

Why do you want to change your style? Unless you have a really good reason to, why go through all the trouble? Why try to be something your not?
Anyway, a lot of the boys I know wear sneakers.

You don't really want a pair of Docs, unless it's sandals, 'cause you don't really want closed toe shoes and socks with that look…… And definitely wear a tee shirt under the woven (casual button down) shirt. It's a much better look. And roll the sleeves if you're wearing a long sleeve shirt.
Go ahead and look to Abercrombie and Old Navy or American Eagle, Lucky Brand, etc… for IDEAS, but try to stay away from clothes emblazoned with their logos. You'll only look like you're trying too hard or are a fashion victim. And you don't want that.
Do not wear doc martin type shoes. They are too big and bulky. I think you should wear some type of sandal or flip flop. It is still possible to wear an athletic type shoe in a light color like gray or white or silver with just a little bit of another color with low socks. I have an idea-look on old navy http://www.oldnavy.com/ they make outfits for you to make it easier. Just go to the mens section and shop by outfit. That should give you some ideas.
